U.S. Senate Investigates Riley’s Campaign Finances

1st Entry: Michael Scanlon’s Ledger Records for His Company, C.C.S

This entry, dated 11/26/01, is nearly one year before Bob Riley’s general election contest against Don Siegleman in 2002.

As you can see, the item is numbered 1291 and the memo reads, “Bama race…” Scanlon washed his check for $75,000 through the National Republican Congressional Committee (NRCC) to funnel to Bob Riley’s budding gubernatorial campaign. The Scanlon funds were provided by Mississippi Choctaw Casino money.

2nd Entry: Michael Scanlon’s “Operation Orange”

This entry is the “sister” entry to the one above. It is registered In Scanlon’s “Operation Orange” journal. “Operation Orange” was the name given to all of Scanlon’s secret political activities in the south on behalf of the Mississippi Choctaw Indians. Note that this identical amount of $75,000 related to number 1291 ties “Riley” to the previous entry memo of “Bama race.”

Bob Riley submitted this report with the Alabama Secretary of State’s office. The report shows the massive NRCC contribution which was received on 12/3/01 that “bundled” Scanlon’s $75,000 Indian Casino funds with other contributions to Riley’s campaign. The NRCC account was a “pass-through” for hiding sources of Bob Riley’s campaign funds.

This is a year later in the homestretch of the Riley vs. Siegleman contest. The $350,000 contribution highlighted here includes one of two checks from Michael Scanlon for $250,000 that he passed from the Mississippi Choctaws. The RNSEC listed as the contributor is the Republican Governors Association account that was used to wash and funnel Indian money. The Association didn’t disclose this contribution on its federal reports until 2004—long after any connections could be made or questions could be asked during the 2002 campaign. One of Michael Scanlon’s favorite conduits for passing Indian Casino money to Bob Riley’s campaign was through the Business Council of Alabama (BCA) and its political action committee (PAC), Progress PAC. Increments of several thousand dollars were “bundled” with BCA or Progress PAC monies and given to Riley.

This is the second of Michael Scanlon’s checks for $250,000 of Indian Casino money sent to the Republican Governor’s Association and later washed through to Bob Riley’s campaign account. Like the first $250,000 contribution from Scanlon/Choctaws, the RGA failed to disclose this contribution on its federal reports until 2004.

This is the first check Michael Scanlon wrote for $250,000 from the Indian Casino Interests to Bob Riley. It is dated 9/30/02 and made payable to the Republican Governors Association. The check is the one that got “bundled” with $100,000 in the 4th Entry listed above

This entry was made almost two and half weeks after the first one (dated 10/18/2002). In this case, the $250,000 Indian Casino money was not “bundled” with any other funds. It went straight to the Republican Governors Association for immediate pass-through to Riley’s Campaign.. This money is the companion to the 6th Entry listed above.

Scanlon was awash in Indian Casino money and he was spreading the riches to Riley. Here are two separate $9,000 Alabama PAC contributions that funneled money to Riley along with a peculiar one…a contribution made to help offset polling expenses for Bob Riley’s campaign. Past Bob Riley disclosures reveal payments to this same pollster, Ayers, McHenry and Associates.

In this 10/30/2002 contribution, Michael Scanlon writes a check directly to the BCA, which forwarded it through their Progress PAC apparatus as a wash-through.
